If your task manager is disabled or its some registry fault then you can try this steps to repair it.

1. Start  -  Run  - Gpedit.msc - Enter -  User Configuration -  Administrative Templates  -  System  Ctrl+Alt+Del Options

2. Right handside of the window you can see "Remove Task Manager"" option set to "Disable" or "Not Configured".
